Residents of the Lower Ninth Ward will be able to receive their first delivered letters since Hurricane Katrina when the U.S. Postal Service's Bywater facility reopens July 10.
Despite large-scale destruction in eastern New Orleans, signs of recovery are reappearing slowly.
