When an Atlanta company unveiled a $300-million plan March 16 to redevelop historic Lincoln Beach, New Orleans City Councilwoman Cynthia Willard-Lewis reacted like sand had been kicked in her face.

"It never came before the City Council and it never received community input. Somebody messed up," said Matthew Broussard, an aide to Willard-Lewis, whose district includes Lincoln Beach.
