Not that any session of the Louisiana Legislature could be confused with a day at the beach, but the 2009 regular session that starts today in Baton Rouge is shaping up as one of the more trying sessions for state government.
Lawmakers are faced with wrangling a state budget hamstrung by a $1.3 billion decline in revenues.
