When Ronald Besson was president of the West Jefferson Levee District from 1980 to 1990, he tried to use district funds to improve levees on private property along the east and west sides of the Harvey Canal.

But the Louisiana attorney general's office told him would be an illegal use of public dollars - even though the goal was to provide better flood protection for hundreds of thousands of residents.
