Illegal dumping is a cinch in eastern New Orleans.

City and state officials say there isn't enough manpower to enforce anti-dumping laws. And the post-Hurricane Katrina justice system doesn't help: Two people arrested in January for allegedly running an illegal dump continue to operate as prosecutors have yet to take up the case, according to the Louisiana Department of Environmental Quality.
