Since Hurricane Katrina, the U.S. Army Corps of Engineers' Louisiana Recovery Field Office has overseen debris removal and the demolition of buildings and homes across the New Orleans area.

But after Sept. 30, parishes and local governments will be responsible for hiring contractors to get any remaining work done, as the LRFO shrinks its manpower and backs away at the direction of the federal government.
