Summary
We will never know what the Ray Nagin era might have generated had it not been for the levee failures of 2005. What we do know is that Hurricane Katrina and its aftermath fostered a climate where power, and the fear of losing it, dictated the outcome of the 2006 mayoral election.
Displaced and returning residents sensed, and rightfully so at the time, that those steering the recovery of New Orleans had a vision of the city that excluded them.
