The city's 2007 operating budget "is not as positive as it seems," according to the Bureau of Governmental Research.

The city budget for the second post-Hurricane Katrina fiscal year appears robust at $773 million, a 44 percent increase in operating funds over 2004. But some funding is from federal reimbursements and loans, according to "Budgeting in a Time of Crisis: A Review of the City of New Orleans' 2007 Budgets."
